Yes, after completing your BCA you may apply for the UPSC civil services examination and become an IAS. Graduation is the minimum requirement for applying for UPSC examinations, and because you have graduated, you are eligible to apply for civil service.

Percentile matters a lot. So the ans is no you cannot. But not to loose hope. There are other ways, every private college conduct its own entrance exam. Try giving that.
