Hi Sachin,
According to me, in West Bengal, IEM is the best option for BCA. Go for it. You can also try in UEM.

It is all about your interest. But, it is better, you should choose BCA MCA from PES University rather than doing B.Tech from an average colleges.
B.Tech will be better, only if you got good government colleges, otherwise you'll only spend without any good reward.
Your average placement will be around INR 3 lacs with any average colleges, and you have to spend around INR 5 lacs, but if you opt for BCA MCA, then within 5 year you'll get your Master's degree with INR 4 lacs average placement and your spend will around INR 3 lacs.

Well, JNTU is somehow difficult there is 50-50 chance to get admission there, but yes, you can get admission is Maharaja Agrasen and Surajamal for sure.

This would depend on your interest area and career aspirations. If you are keen on the technical side, MCA is better. However, if you want to move into the Non-Technical / operations /general management side then MBA is a better option.

The eligibility should be graduate with degree (BCA/B.Sc (Hons.)/B.Sc/BIT) as per 10+2+3 pattern from a recognised university to apply for NIMCET. Since you are doing B.Com., you are not eligible for the same.
