Although NIT Silchar is very underrated still it stands nowhere in front of IIIT Allahabad. You will ultimately need to learn concepts of CSE be it any branch in order to be competitive and updated.

Firstly I would say don't go for ECE branch until you are keenly interested into electronics core subjects, because in my personal experience I have seen 90% electronics graduate settling down in IT industry (may be in India core electronics job are less), so if ultimately you have to be in IT industry go for CSE.
