The criteria for getting admission in PEC for B.Tech is based on your JEE Mains scores or Rank. You need not to write CENTAC as it is the admission criteria for PG courses. Hope this helps.

With this rank you may not get CS branch but you can still try maybe you can get it at the last round of counselling you can easily get civil mechanical EC, IT etc.
