To be honest, there is no such book that covers all aspect of JEE. But for beginners, the NCERT books will help especially their 'miscellaneous' sections. Also, you can refer to RD Sharma for Maths and Agrawal for Physics and Chemistry.

You must have started preparation for JEE Mains then or are you still trying to complete your boards syllabus? If second is the option that fit well, then you have to hurry. JEE Main is more about practicing and not just theory. If you have completed the syllabus theoretical, then you should start practicing questions from the last 10 years. Each and every question is important. But, again don't just jump without any theory knowledge. You may be confused. Better devote some month to theory and then practice as much problems as you can till JEE Mains. Hope it helps. Good luck.

You can apply for Engineering Colleges, but not in Government colleges. You can apply for private Colleges only, as your class 12th% percentage is low.

For cracking these two exams (i.e. JEE Mains and JEE Advanced), you need to follow some best study strategies like-
1. Do smart work rather than hard work.
2. Solve NCERT as well as reference books problems of PCM.
3. Optional: Join any good JEE coaching institute.
4. Solve last year question paper of JEE exams.

Don't get demoralized. You can give other Engineering entrance exams conducted in different states and by different prices Institutions. Gujarat Conduct GUJCET UP state Conduct UPSEE Bengal conduct WBJEE and more. And private Institutions like BITS, LPU, VIT, CU, have there own entrance exams. You should go for that.
