Since you won't get top NIT's through Mains rank, it's better to go for IITs. Since IIT is a brand, you will have more options in IITs and only in top NITs. Since you won't get top NITs, it's better to opt any IIT.

No, you cannot get admission without qualifying JEE with the minimum requisite eligibility cut-off marks.

Last year, the final cut-off was generally in the range of 120 to 140.
The cut-off generally varies according to the competition and toughness of paper each year.
