Hello,
Hope you are doing well. Yes, definitely you can get admission in Uttarakhand by going through their counselling process or some colleges have their own counselling sessions. You will get private and low ranking colleges with these marks. Go for your favorite college and if you are from other state then there are some seats reserved for non-domicile candidates.

He has to go with VIT Vellore for CS as it is better than new NIT as there are chances to get new NITs at 21800 otherwise he has to compromise with other branches which is not a good option.

There are low chances. But it doesn't give admission by counselling, you have to apply before for it and the last date of JMI application has gone. The cutoff for Muslim is 175 and for non-Muslim is 200 to 250. You can't get admission, hence try for next year.

Yes, you will likely to get your NIT. Moreover, if that NIT is a popular one or one with good rank such as that of Warangal or Trichy or Surathkal, then it will be tough to GET into. Also, the chances are very high.

No, as the admissions in NSEC are through JOSAA counselling and you don't stand eligible for it as you have not given JEE Mains. You should now left to go for private universities having their own entrance exams.

No, it's quite different. Everything is different be it paper pattern, or studies or syllabus. It is an undergraduate programme and that is higher secondary exam. Moreover, level of toughness depends upon your college.

No, you need a rank of atleast 40 thousand, even from general to get into it through JEE Mains. Also, home state quota will work with this.
