If I am not wrong, you are talking about PCACS-Navi Mumbai. Your class 12th percentage is too low. But, I'm not sure that you can get admission there or not. So, follow the instructions for admission requirements provided by PCACS in its official website 2018 through this link:-

Hello Luv,For admission into 1st year B.Tech programme, a student has to appear Joint Entrance Examination (JEE-Main) conducted by CBSE. As it stands now government of Odisha is not going to conduct OJEE. Hence, JEE (Main) entrance is the only roadway to take admission into 1st year B.Tech Programmes offered by GIET.

You can try for your state government engineering colleges. As you have scored less marks so, this will be good option for you. DIT University take students on basis of JEE Rank & class 12th Boards Merit. But, in JEE Mains, CRL rank will be considered, not the category of state rank. Else, our first counselling for engineering is on 9th June & 10th of June.
