You have to clear cutoff for the eligibility for any state or Madhya Pradesh B.Tech counseling. No worries about attending counselling. A student did not cross cut-off mark means that he is not eligible to appear in JEE Advanced. If a student doesn't qualify, depending on his marks (after normalization), he is provided a rank, for suppose, let us consider the rank provided by you I. e.27000. With this rank, you can get a seat somewhere in an NIT (Though, not the best NIT, but just an NIT). You will be able to attend counselling and the only thing is that, you are not eligible for Advanced.

No, you can't attend counseling without clearing cutoff of JEE Mains. If you are not qualifying for JEE Mains, then also, you have got lots of other options.
Suppose, if you have taken your state level engineering colleges exams, and you are getting any rank, then that will be a good option.

There are two options available for you-
1) You may opt for private colleges like VIT or SRM (if you have enough money).
2) You may think of taking drop and work hard to get better next year.
