COE-Pune fills its seats via MAHCET not via JEE Mains, so you need to attempt MAHCET to get the College of Engineering Pune, however, as per your rank in JEE Mains, you will get NITs like NIT-Silchar, NIT-Meghalaya, NIT-Srinagar, etc., or you may check here to know more about your probable colleges.

VJTI, Mumbai fills its seats via MHCET, not via JEE Mains so you need to attempt MHCET and need to score more than 130 marks to get there.

You can attempt JEE Mains for most 3 times, so yes, you can sit in JEE Mains 2019 if you have passed your boards after or in 2017.
