You can get a government college. I suggest you to get the details regarding the government college which take admission on the basis of JEE Mains since you have qualified with very good marks. No, DTU considers good percentage marks students only to be eligible for admission. They require minimum percentage to be around 98. If you have less marks and percentage in CBSE then there is less chances that you will admission in DTU. But you can try once . Hope for the best and all the best.

That is okay if you got worse rank in JEE Mains. Try to go for state level councelling where you will get your state colleges. Decide which college you want to get abd try for 2 to 3 level councellings because as rounds changes ranges of rank for best college also increase. That will be the chance you will get the best college of your state.

It is very difficult to get the admission for outside candidate-
60% - 12th (PCM)
5% - 10th (Marks)
15% - (JEE Mains)
20 marks - (Certificate and personality test Interview). These 20 marks play a major role in the selection as no one knows which certificate has what marks. University decides according to their convenience.
