Any government college will be best for you.
BITS, SRM, VIT, KIIT, ICFAI, UPES, LPU, etc. are the colleges with good infrastructure, faculty members, etc.

Yes, you are eligible for JEE Mains 2019. There are 3 attempts for JEE Mains after that.

Just make sure that the margin between cutoff and the marks scored by you should be good and the percentage in 12th must be greater than or equal to 75. Just do hard work.
You will definitely get a seat.
