The rank is not sufficient to get CSE, however there are slim chances for ECE/EEE in 3-5th round in lower ranking NITs.

Home state is defined as the state from where you have done your schooling. for ex- if you have done your schooling from Delhi then in NIT, Delhi you will have more chances to get admission in it as compared to other NITs because every NIT have some % of seats reserved for home state quota students.

It will be very difficult for you to get into NIT, Durgapur at this rank. You should try government colleges in Madhya Pradesh and Uttarakhand. I think you may get one there.

As the cutoff drops the minimum rank may be lower than last year but it will also increase the no of students applying to Madhya Pradesh counselling, so overall there will be not any major difference in the cutoff of SGSITS.
