No, if you don't qualify JEE Mains you will not make it your way up to JEE Adavanced.

On the basis of JEE Mains, you may get any average private college. You can give Himachal pradesh own CET exam or look forward for other state level or national level examinations.

You must be 12th appearing or 12th passed and maximum you can attempt 3 times. The criteria is same as of JEE Mains. For better insight, refer JEE website.

No for BIT-Mesra, you need to score more than 150 marks and for Dhirubhai Ambani College, you need to score more than 190.

Well, from this year, boards marks are not considerable. Apply for different states counselling based on JEE Mains score and you may get any government college in Punjab or Madhya Pradesh. Also, don't forget to apply in IIIT-Bhubaneswar and LNMIT.
