Yes you are eligible.
From 2017 onwards, JEE mains will only accept students with 75%+ in boards.

Your JEE rank will be around 150000. Based on this, the chances of getting admission into this college being in General category and not having home state quota, are zero. I suggest you try and find another college, preferably one where you will get a home state quota.
