Yes, you need to apply for Maharashtra state counseling.

Nothing will happen, it's your own choice. You will just get colleges on the basis of your JEE Mains rank only.
You can still apply for both JoSSA (for colleges other than IIT's) & JAC (for 4 colleges, NSIT, IIIT, DTU ,IGDTUW ) through your JEE Mains All India Rank.
It is not compulsory to give Advanced.

You need to maintain a total of 75% or more than 75% in your board exams in order to get admission in IIIT Ahmedabad for CSE.

Very difficult. Obc merit is at times more than general too.

You can get a government college but it also depends on the branch. Go for counselling process.

According to me, you can get admission in MIT, Pune.

Sorry, it is not possible. Your marks are too low. You have to score around 120 marks in JEE in general category to get a good stream.
