It is difficult to say, because Bachelors programmes generally have an age bar. You may pursue a Diploma course instead.

I will suggest you to clear your backlogs. Do not take it as a year waste. Rather use it in preparing for entrance- examinations for your degree course. This will enable you to get admission in some good college. Do finish your Diploma first.
