If you want to be a Teacher, you should go for B.Ed, MA will be helpful, if you want to add another degree or want to gain knowledge. I would you aspire to be an Lecturer in any college, you must do MA, and then clear NET. So, decide what you want to do in future and then decide which degree will be suitable.

You do not need Englisg speaking certificate to work abroad in general. Unless you are interested in teaching english job abroad to non natives then I would recommend TESOL or TEFL or IELTS certificate.
