It depends on category for different universities. In most universities, it requires at least 55 % for B. A. honours in English. It's good that you are about to learn a new foreign language also. It surely helps you in future. However, there is nothing like preference in this. You can choose any of the language based upon your future goals. For Eg, if you are willing to go France for further studies then undoubtedly French will help, same as like for German. Hence, define your future aspirations and then go for it.

Minimum 50 percent in Bachelor's degree from a recognized University.

There is no entrance exam for Certificate in French. You need to have passed 12th or equivalent examination of a recognized University/ Board and whose first language is other than the language selected for study.
