Where do you wish to apply? Every college has different cut-off criteria. Please specify the name of the institute.

It totally depends on the college in which you wish to apply. Some colleges do grant scholarship based on the percentage in board exams. So, decide on the college and check with them about the relaxation.

Programming languages are just like human languages, but these are for computers specifically.
It's the ways in which you give commands to computer. .
Just like while talking to an Englishman, you need to talk in English and for a Hindi man, you talk in Hindi.
If you learn programming language, you'll get jobs related to programmers or coders.
You can learn simple languages in just a span of 2 -3 month, but learning core languages is quite tough, but not impossible.
Thank you.

Dear Prasad,
It's good that you are about to learn a new foreign language also. It surely helps you in future. However, there is nothing like preference in this. You can choose any of the language based upon your future goals. For Eg, if you are willing to go France for further studies then undoubtedly French will help, same as like for German. Hence, define your future aspirations and then go for it.
Hope this helps.
Good luck.
