You have crossed the age limit to pursue law but you can try in IGNOU University because it is an open university it may offer the course. JNU has started eLearning classes, please go through that, they are free.

It would be best to appear for CLAT or if you want to do LLM abroad then apply for TOEFL, ISAT and apply directly to the universities.

Yes, 20 years is for general and 22 years is for SC/ST candidates for 5 year course.
