Hi Baldev,
Yes, you can apply. The only requirement for this course is that you must be a 12th Pass out from a recognized board. The year of passing is not a hurdle if you have your marks card to support. Further, you can check this link for more information:

It is not allowed. One of your degrees will be cancelled by government. Two degrees aren't allowed at the same time. You have to finish one degree course first to start new.

You need to be in the first 500 rankers, if you want to get admitted in NLU-Bhopal. The first 100 land up in the top three NLUs, while the rest 400 end up in any of the NLUs.
