Yes, you can definitely apply for it. To secure admission in PG programs, the candidate should hold any Bachelors degree of minimum 3 years duration from a recognised University. Also, candidates belonging to General category should have obtained a minimum of 50% marks in graduation and candidates belonging to reserved categories must have scored a minimum of 45% marks in graduation.
Note: Aspirants are advised to thoroughly go through the eligibility criteria as mentioned by IGNOU for the course in which they wish to secure admission.
IGNOU grants admission to its courses through three methods. The methods being:
-Direct admission for candidates fulfilling the minimum eligibility criteria
-Admission on the basis of merit
-Admission through Entrance Test
-Admission to majority of the courses is granted on the basis of merit.
Admission to a few courses is based on entrance exams that have different durations this majorly depends on the course for which the aspirant has applied. Admission to Master of Business Administration is granted on the basis of the scored obtained in the entrance test, OPENMAT. The exam is held twice in a year. Exception being MBA (Banking & Finance) where admission is granted on the basis of merit. Admission to Bachelor of Science and Master of Science in Hospitality & Travel will be granted on the basis of the scores obtained in NCHM JEE. The entrance test is conducted by NCHMCT. Admission to B.Sc. Nursing (Post Basic), Post Graduate Diploma in Clinical Cardiology, Diploma in Management, Master of Education, B.Ed M.Sc. Actuarial Science, M.Sc. Chemistry, M.Sc. Life Science, MFA Painting, MPA Hindustani Vocal Music is granted through an entrance test conducted by IGNOU.

There is no subject / specialization wherein Job guarantee is there. However there are ample jobs for people who are flexible, willing to learn & have the positive attitude. If a person has clarity on what he wants to do in life then he can comfortable locate a job for himself, yes the remuneration my not be matching his/her expectations but then remunerations is a function of time, experience & skills acquired so have patience and all will fall into place.
Having said that a BA graduate in history/ philosophy / political science can assist you in preparing for UPSC exams. A BA in languages can given an edge in pursing a career as a teacher / journalist/ writer/media
A B.Com in accounts can give you an opportunity to pursue a career as an accountant and also explore CA as a professional course option
BSc in any subject will give you an opportunity to pursue a masters degree and then pursue a career n research /teaching/academics.
After graduation one can pursue post graduation in the said subject and then pursue a specialized career in the area.
Also after a generic BA/ B.Com/ B.Sc one has ample opportunities in sales, operations, customer service, education, manufacturing , media, that a person can pickup and build a career.

To crack the exam, first off, you need to be aware of the syllabus for the course you are applying for. Prepare for the exams keeping those topics in mind. You need not study them in-depth but at least brush past them. You should also focus on keeping your base clear and hence go through course materials from grade 11th and 12th.
Secondly, I would suggest you to go through past papers and observe the marking scheme and study the topics according to the weightage allotted to them.
Also, Go through the following topics thoroughly. These have been known to be repeated very frequently in the entrance exams.
-History of Psychology
-Humanistic Psychology
-Child Psychology
-Social Psychology
-Individual Psychology
Lastly, go through the book titled: Introduction to psychology by Robert Baron which will strengthen your base as well as provide with a comprehensive knowledge about the said field.
