You can apply directly to the college with the required information. Candidate must have a Bachelor's Degree or its equivalent qualification from a recognized University.

Yes, you are eligible for MA Human rights from Mahatma Gandhi University, Kerela. Degree from IGNOU is accepted by all the colleges.
