The main difference between M.Tech and MS lies in the study orientation and pattern of both the programmes. While M.Tech is more detailed, more theoretical and demands regular attendance, MS is a self-study program and is more practical based. The duration to complete M.Tech is 2-years, while MS can be completed in 3 to 4 years depending on the completion of the project.

Well, they do accept three year Bachelor's degree but to get into a university like Harvard you must be something extraordinary. Your academic grades, project works, extracurricular activities etc will be strictly evaluated.

Scholarships are generally given on merit basis that is, they will check your profile - your academic marks, extracurricular activities etc. and decide on the basis of merit. It is competitive. Almost all universities abroad have scholarship options, you can check the university websites and find out. The amount as such will depend on the university and the country.

You can apply to a university and if you are accepted then you can apply for the visa. Now, it is not upto us to give you the admission or the visa so whether or not you will get admission or visa we cannot tell. Your profile seems good so if you apply early with a good application package, strong SOP, good LORs then there is no reason you won't get the visa. Follow the admission requirements and timelines on university websites and apply.

If they waive the IELTS requirement, they could be giving you a foundation program or you must be an outstanding student.
