Yes, you are eligible for M.Tech in IIT, Kharagpur, I have checked the eligibility it says you have to score 60% in your graduation and the GATE score depends on the ranking. You can check more about it on the following link:-

Hi, It's going to be difficult to find a fully funded Masters programme. You can check the DAAD scholarship for Indian students, they are merit-based and mostly funded in principle of research, only a few Masters programmes can be eligible. See if you can apply for MS/Ph.D programmes which in some cases may be atleast partially funded.

Eligibility criteria for M.Sc AMU:
B.Sc (Hons) Physics/B.Sc with Physics as one of the subjects studied in all three years and mathematics as one of the subsidiary subjects with not less than 55% marks in
aggregate and not less than 55% in Physics and Mathematics taken together.
