You should have minimum 55% aggregate marks in graduation and you have to clear JAM, on the basis merit you can get IITs.

1. Go for PhD abroad. Good scholarship is available, good enough to lead a decent life and save some money.
2. Apply for jobs in startups in Hyderabad and Bangalore.
3. Apply for JRF position in good research institutes.

There are 3 modes through which one can join Tezpur University. They are:
1. JoSAA counselling
2. Separate counselling conducted by Tezpur University for the candidates of NE region on the basis of JEE Mains marks
3. Direct admission to the rank holders of NE states (exact no. is not known to me) in 12th boards exam.

Sorry to say but you would not be able to enroll for M.Sc in mathematics in Netaji Subhas Open University.
The candidate must have completed graduation degree with mathematics as honours subject.
The candidate must have completed graduation degree from any recognized university and must have studied at least 300 marks in mathematics and secured at least 55% marks in mathematics are eligible.
