There are striking differences between the two programs. The answer will depend on which course you prefer and your career plans. Typically MBA is for people with work experience, the MBA class is full of managers, senior managers, VPs, etc. MS Management is designed for fresh graduates. You can figure it out now.

Try for PhD in South Asian University and JNU is also good for computer science. You can also try for IITs and IIITs.

It doesn't matter how many marks you have got. However, it depends on your preparation and understanding capabilities for each and every topic. Basically, in most of the cases 65% is the maximum score to apply for M.Sc course in any institute. If you have not applied for JAM yet then you can go through other entrance exams conducted by different universities.
You should try in top central universities like Hyderabad University, BHU, Pondicherry, Delhi University, etc. You can further go for CUCET conducted by 10 central universities.

No, HNBGU does not have any reservation for government employees. However, the university has reservation for OBC/SC//ST students. You have to go through entrance examination and interview to take admission there.
