Yes, you can pursue M.Sc journalism abroad after completing B.Tech in EEE but will have to appear for entrance tests and TOEFL OR IELTS.

It would be considered a little on the lower side. Getting admission into top universities would be a little difficult. You can consider two options:
1) Apply for universities which are ranked lower. Some universities will accept you but you will have to take some extra courses in English in the first year.
2) Take TOEFL or IELTS again with more preparation to get a better score.
