Yes, students from outside Maharashtra also can fill up form and appear for MHT-CET. Please go through completely the brochure issued by Government of Maharashtra on the eligibility.

Dear Susanta Sahu, For IBSAR, highest placement package was Rs. 8.5 lakhs per annum and average placement package was Rs. 5 lakhs per annum. Therefore, you can apply for it.
