There are many college and universities that provide distance education for the course. Apart from this there are many short term courses like diploma or certification course provided by many Colleges.

There is no such thing as called a procedure for the same. You just need to pass class 12th with 50%+ marks to become eligible for most of the colleges. Some colleges conduct their individual exams for admission.
