The Bachelors degree programme in NIFT is a 4-year course which provides you with a graduation degree, whereas, the Masters degree programme in NIFT is a 2-year course. Comparatively, the Bachelors degree programme is better than the Masters degree and provides you with a larger opportunity. 21 years is the age limit to apply for the Bachelor's degree programme. If you have crossed that then you can surely apply for Masters degree.

Yes, you can apply but you will not get top ranking universities and my suggestion is that you should reappear for IELTS and score at least 6.5 bands not less than 6 so that you can get admitted in a good university.
