Yes, you can do so, but not as a regular course as you are a govt. employee. So, you can't do regular Master's parallel to your job. You can do it as a distance course or part time masters which will be recognized by your job authority. All the best.

The basic eligibility criteria of most of the universities for LL.B. Programme is graduation with 45% or even 50% of marks (5% relaxation to reserved categories). So your MOM is not eligible.
