You will require IELTS, and if the university requires a German language proficiency score, you will need to take a German language test too. But, nowadays most Masters are taught in English itself. Your admission chance looks dicey, your percentile is good, but not too good for German universities, so you will face stiff competition. You will require some excellent projects, awards, internship, international experience is recommended, publications etc. LOR and SOP will also be evaluated.
