M.Tech and MBA are two different fields, you first decide whether you want to go for technical background or business background. If you love studying your technical then go for M.Tech, otherwise MBA if your mind is towards business or even if money is a matter. For M.Tech, you have to clear GATE exam and for MBA you need to give CAT and comparatively CAT is easier than GATE, but as the trends are changing more people are tending towards CAT than GATE.
However, there are some colleges in India which give admission without appearing for GATE and CAT exams.

For studying purposes, France is more affordable. Living expenses can be slightly higher than New Zealand, but tuition fee is less. In New Zealand tuition costs are higher. You can make more comparison by converting them into INR. and see which is more suitable to you. PG course can range from 200 to 300 euro per year. Many scholarship options and good stay back options for Indian students are also available for studying in France. You can check Campus France website also.
