There is no proper cut-off. You will have to give entrance exam for MA in political science and on the basis of your entrance exam performance they will allot you a college and eligibility for giving entrance exam is securing 55% and above in B.A Honours in Political Science from any college affiliated to the University of Delhi or B.A (Hons.) in any one of the subject securing 60% aggregate.

Hi, you may check Urban Planning but you have to visit the university websites and go through each elective list and decide what is the best for you. Apart from this, you have to decide where to study. There is a lot of research you need to do from your end like explore universities, their admission requirements, budget, etc. Currently, from your question, it seems you have very little idea of these things. So first, do some groundwork.

Yes. You can acquire as many degrees as you would want to, but then you should possess minimum qualifying percentage for the course of study. MBA colleges in India are either accepting admissions through entrance exams or without any entrance exams.
