Unfortunately, your percentile is not fit for a German university, they prefer more than 80% generally. Check universities in Australia. If you are keen to study in Europe, you can check France, Netherlands, Ireland, etc.

Hi,
You should be eligible. Universities in Poland are not as competitive as in Germany or Canada.
However, it completely depends on the university and the programme of study.
You must visit the university websites for the admission requirements.

Yes, you can fill UGC NET examination as the minimum qualification is post graduation with 55% marks from a recognised university. For UGC NET JRF, your age must be below 30 years while there's no age limit for lectureship.

https://www.britishcouncil.in/exam/ielts/test-dates-fees-and-locations
If you want to apply for 2019 intake then most universities will have last date for admission during Oct or November of this year. You check the deadlines and schedule the test accordingly so that you can submit the application on time.

No Vikas, advance Diploma is an undergraduate level course. Without a Bachelor's degree you cannot do Masters.
