Hi Babu,
Dual courses are difficult to find abroad certainly because admission requirements are entirely different. See here if you can find any options:

No university abroad gives placement services, what they do have is a career cell which takes care of networking of students with employers via career fairs, counseling services, etc. It is therefore important to get into a highly ranked university with industrial tie-ups and global access. Some very good options you can consider for this program include NUS, University of Cambridge, University of Melbourne, University of Sydney, University of New South Wales and University of California at Berkeley to name a few. I would prefer Australia due to its huge mining industry and good scope in this field.

Basis your grades Germany will be competitive so yes Ireland and France are good options. You may also find universities in USA, some universities may consider three years' degree but this will require you to do some more research and will also require a degree evaluation. Also, you must also take the IELTS or TOEFL to study abroad.

B.Sc. (3 years) Degree after 10+2 with Chemistry
B.Sc. General/ cleared degree with chemistry as one of the three main subjects with equal weight-age.
At least 50% marks in aggregate or an equivalent grade for general candidates.
Different institutes may have different eligibility criteria so it is better to check with the college you are applying to.
