No. For applying in PGDM you need graduation marks as it is a post graduation course. So it won't take the marks of another post graduation course for admission. A minimum of 50% is required in graduation to apply for Iims.

MBA eligiblity criteria says that a student must complete their graduation which should be equal to Diploma and any other.
Yes, you are eligible for CAT. Just go for that.

I do not think at all that any education done from an approved place with honesty can be looked down upon. While doing CAT Preparation, it may not be possible to devote full time to a regular course so doing a Distance Course is safeguarding your gap year. Suppose I am a BBA or B.A. And I am preparing for CAT for MBA. I may start doing some PG Diploma in Journalism and Mass Comm or Advertising and PR. That won't do any harm, rather I can present that I did not stop studying.
