Yes, both are eligible provided they should be AICTE approved. Also, it depends on the government body who sets the rules. Check with all exam criteria and as per my knowledge you will be eligible though.

Sorry, I don't have any Idea about Sydenham college as such. But as per my knowledge, Sydenham accept scores more than 99% in MAT as it is the top most college. So, there acceptance ratio is also high.

For MBA, MBA CET is mandatory. Last year, the cut off was 90%. This year, it may increase by 1-2%, whereas in exams other than CET, say MAT ATMA, you need to score above 95% marks, but for MBA, CET is mandatory.

Your CAT Score is low, but since BITS Pilani follows a profile based selection, I would suggest you to apply. You may get a call, keep your hopes high.
