One of the main reason because they are new markets for students and specially for MBA. These countries also have nominal living expenses for students. There can be no specific answer to your question, you should probably write an open letter to the government of these countries seeking an explanation as to why they are cheap? Naturally, admissions are competitive and fee is high.

Hi Sai, Malaysia has many foreign university campuses, you can check Nottingham University Business School, Edinburgh University Business School, etc. Local universities are also there but I don't know the credibility and how well recognised they are outside Malaysia like Putra Business School, University of Malaya, etc.

Hi Mohammed,
Any good MBA program abroad including MBA requires applicants to hold Bachelor degree, gain work experience of 2 years and take the GMAT or GRE score. Though GMAT or GRE is not commonly required in Malaysia work experience is compulsory. IELTS or TOEFL may be required.
