Yes. You can actually go ahead and choose dual specialisation MBA where you can do both finance and marketing together in a recognised institution. It will help you in getting placements easily with two specialisation at a time.

Dear Satya!
Prerequisite for doing MBA is vary from university to university (and sometimes country to country). So, it would be more beneficial if you specify the particular name of the university. However, the general requirement for doing MBA is;
(1) Your Bachelors degree from recognised board/University.
(2) Good Marks in entrance exam; GMAT & IELTS/TOEFL.
(3) Your work experience (not mandatory but preferred).
(4) Atleast 3 Letter of Recommandation. Two from your company (if any) and one from your college.
(5) One well build Statement of Purpose.
(6) And finally your Resume or CV.
I hope this helps.

If you were interested in HR in MBA, then go for it. Lots of B.Tech students do it. If you are from B.Tech-IT, it does't mean that you should take operations as your specialization or IT. What really matters is your interest. Or, you can choose both as lots of colleges offer major and minor specialisation in there colleges. So, you take HR and Operations or IT as per your wish or interest.

It depends on the highest scorer of that year. As per the CMAT 2016 for 100 score, it was 69 to 70 percentile. You can make approximate count based on the above.
