Yes, for all the universities recognised by the National Medical Commission (NMC), such as Orenburg State Medical University's MBBS degree, can be practiced in India. To practice legally in India, the graduates from Russian Universities must give NEET-UG before joining and clear the FMGE (or NExT) licensing exam. All the degrees from unrecognized or unlisted institutions will not be accepted for registration or practice in India. Do check the NMC recognition as it can change with time.

For students who are looking for clinical exposure and direct licensing in the home country, an MBBS in India can be the right choice, whereas Russia is a highly popular, NMC-approved option for students who are seeking a globally recognised MBBS degree. An MBBS in Russia (₹15 Lakhs–₹30 Lakhs (incl. hostel) can cost less than that of private Medical colleges in India (₹60 Lakhs–₹1.5 Crore).
