No, candidates have to qualify for NEET MDS to become eligible for NEET MDS counselling.  Candidates have to qualify for the NEET MDS exam with a minimum cutoff, which varies for each category. The minimum cutoff percentile for general category candidates is 50, while for SC/ST, the cutoff is 40th. Eligible candidates have to register on the official website, mcc.nic.in, to participate in the counselling for NEET MDS. Registration is followed by a choice declaration. Candidates can declare as many choices as they want to in order of their preferences.

At the time of registration for NEET MDS counselling, a candidate needs to pay two kinds of fee, refundable and non refundable.  Non-refundable: A candidate who wishes to participate in the counselling of NEET MDS has to pay a non-refundable registration fee for the submission of choices and Refundable: During the registration process a candidate is also required to pay a part of the tuition fee. There is no limit on the number of choices that a candidate can fill during the counselling of NEET MDS. These choices, however, should be in the order of preference as desired by the candidate. It must be noted choices have to be locked in the given deadline other it gets automatically locked. Candidates are advised to fill choices carefully as it can't be modified once the timeframe ends.
