I think you should ho with NIT Kurukshetra as it is a reputed and prestigious institute of the country and would surely provide you all round exposure.

There are less chances for you to get ME in NIT KKR with this rank.
The cut-off generally goes around 17k-18k. So, I don't think you can get mechanical here, but you can try for other branches such as Civil, Electrical, PIE.

I am afraid that getting admission for second year after passing of Diploma directly in a college is almost not possible these days. One needs to apply through the centralized admission process that most state governments have put in place. In the case of Tamil Nadu, Anna University is the agency, which is responsible for centralized admission process for the state government. Hence you need to register yourself on the web portal of Anna University for lateral admission. Best wishes to you.
