You have two options either you can go for B.Tech through any state entrance exam or in any private college through lateral entry or you can prepare for one day examinations like JE, railways or SSC. Good Luck.

If he is not applicable for Regular degree in Mechanical engineering, you may suggest him to enroll himself in Mechanical Engineering in correspondence. For getting admission in College of Engineering Pune, you will have to wait for the announcement by the Directorate of Technical Education Maharashtra, on their website for opening of registration for diploma holders for admission via lateral mode. You cannot do both at a time. It's better that after completing your Diploma, you take lateral admission in B.Tech and complete you degree. Yes it will take some time but trust me, it will be fruitful for you. All the best.
