The US has the most number of top mechanical engineering schools; 29 out of world's top 100. This reason is alone to attract international students because you can aim to apply at multiple universities, all of which are the best in the field. Germany is the second most popular place for pursuing MS in mechanical engineering. Although German universities offer an economically viable option of studies for international students, the reason why it takes the second place is a language barrier.

Yes, you can apply for the course. Candidates who has passed class 10th or Matriculation exam by the Central Board of Secondary Education (CBSE) or any equivalent exam conducted by any State Board or Equivalent.
