No, once you get admission then you can't change your branch in the second year, but if you have done your class 12th then you apply for lateral entry programme.

Of course, going for polytechnic is good if you want to be technically strong than those who are joining engineering after 12th. After joining Polytechnic, you will be technically sound already as compared to freshers coming from 12th. While those who are coming by doing 12th they will lack knowledge as compared to you. The 2nd important thing is you will not have to go for entrance exam while applying for Engineering. Sometimes, it's problematic to score in the entrance and get a good college. There is no as such qualification needed to become a hacker. The one without any degree but with knowledge can be a hacker as it all about research and hacking mindset. As in professional hacker means as a security engineer. Also if you are from India and if you want to work with government then you need at least certification degree like CEH, CISSP etc.
