If you want a well-established government college, then it can be little difficult but if you want only "government college tag" then the four newly established government colleges I. e. , Rajkiya Engineering College (Band, Mainpuri, Ambedkar Nagar and Bijnour) are easily obtainable as per your rank.

Hello,
I hope you are doing well. Your friend need to go for state level counselling for particular state or go for state CET by giving the exam to get admission in that particular state colleges. There are around 20 % seats opted for other state candidates to get admission. Go for counselling your friend have OBC category he will get good college.

You need to give the NATA exam (preferably before the end of May) and then in the month of June-July apply for the admission process of DTE. If your NATA score and 12th percentage are really good then you might get into Sir J.J. college of Architecturing.
Admission to B.Arch. is done on the basis of valid score obtained in NATA/ JEE Main 2018.

There is no option of lateral entry in AME for BE holders or for anyone for that matter. You will have to enrol from the beginning and complete the entire course like a fresher to become an AME.
