I think lateral entry into any engineering college in Maharashtra is restricted to those who have passed their diploma in Maharashtra. But perhaps window to study in Maharashtra is still open by way of admission to engineering colleges run by deemed to be university.

Lateral admissions are not one to one. A bouquet of Diploma courses are eligible for another bouquet of subjects in BE. But unfortunately each state has its own set. You will have to check on website of DTE of Tech Edu of your state for this.

You have to select that paper of GATE in which you are seeking admission. As you want to pursue M.Tech in aeronautical engineering, you will have to select this paper in GATE.

Many institutions do allow admissions to PG in engineering with even 50% marks in qualifying exam. You will have to check webpage of your intended institute to check on this.
